In 2004, Testing Laboratory high management started a technical modernization process and test capabilities development. Testing Laboratory is part of Military Equipment and Technology Research Agency. Testing Laboratory was involved in projects of Research-Development National Plan. In same time the management efforts was straightened to obtain important funds from National Defense Ministry for infrastructure reparations of Testing Laboratory.

So, it was signed the no. 202 contract from the 4th of October 2004 with Accreditation National Organism (RENAR), the contract authority of the program: “The standardization and quality infrastructure implementation” (INFRAS). It was started the project: “The implementation and accreditation quality system of testing laboratory for the equipments testing witch it is parts of the Defense National System components”.  The project follows the testing capabilities development for The Testing Laboratory and the laboratory accreditation by Accreditation National Organism (RENAR).

In the 7th of September 2005 it was sign the no. 14 contract with Accreditation National Organism (RENAR), the contract authority of the program: “The excellence research” (CEEX). It was started the project: “The capabilities  development of  the Testing Laboratory for the conformity evaluation in the SR EN 13763 standards domains witch details the 93/15/EEC Directive”. With this project, it follows that the Testing Laboratory to become the produce certification organism in SR EN 13763 standard domain witch details the 93/15/EEC Directive for the civilian utility explosives. This directive represents a priority for Romanian Government witch is conveyed in the documents “The assume capacity of the European Union member country obligation”. In this domain is formulated a priority for “the secondary legislation adaptation for application of  Government Decision forecast witch transposes the 93/15/CEE Directive about the civilian utility explosives in national legislation, approved by work minister.”  

Testing Laboratory is the specialized structure and ability for the evaluation and test for all equipments witch will be purchased for Defense National System Segments.

In Romania, the explosive materials test for civilian use don’t be made integral, conform with European Onion forecasts.

On international plan it’s the concern of each European Onion to develop his capabilities for the reach and keep performance establish in harmonized standards.

The beneficiaries of certification process in SR EN 13763 standard domain are:

1. users from M.Ap.N., M.A.I., M.E.C, and another segments of Defence National System;
2. producer who need the parametric evaluations of his produce for certificated at his systems marketed in our country or overboard.

It is follow up the following anticipated results:

1. possibility of recognize the proofs, measurements for own wares wherefore are wanting to obtain conformity certificates;
2. possibility to achieve services of proofs, measurements for all components of National Defense System, which has not own proofs laboratories and need to appellate the approved proof, measurement laboratories, specific domain of special activities;
3. possibility to achieve services of proofs, measurements with appellation to services which is approved of Certificate, Accreditation and Supervision Military Organism (C.A.S.M.O.) and another organisms from National Certificate Wares/Services System for National Defense Ministry manufacturers;
4. promotion of accurate repeatable and reproductible checking and proofs, associated with increasing of effectiveness in control, standardization and quality domain;
5. contribution to assumption of Romania’s duties which arise from NATO and EU member;
6. the continuum improvement of quality achieved services with apply the modern methods of proofs, measurements, support with modern endowment and adequate equipments, proof and measurement devices, similar with NATO and EU;
7. follow-up to respect the background legislation respecting background protection and durable development;
8. increasing efficiency and quality of given services;
9. consolidation of quality management system adopted by Testing Laboratory.
